摘要
运用文献资料法、实地调研法等,对社区新型服务组织参与基层公共体育服务治理的作用、困境进行分析,并提出对策。社区新型服务组织参与基层公共体育服务治理的作用:拓宽公共体育服务供给渠道,改善居民体育健身条件;助力体育社会组织发展,减轻政府公共体育服务治理负担;强化政府多部门间的协同合作,促进公共体育服务融合发展。困境:权责不清、资源投入不足、供给缺乏整合、供给形式单一。对策:赋予更多供给自主权、加大资源投入、有效整合资源、创新供给形式、健全监督与评估机制。
By using the methods of literature review and fi eld investigation, this paper analyzed the role and dilemma of new community service organizations participating in grass-roots public sports service governance, and put forward countermeasures. The participation of new community service organizations in grassroots public sports service governance has the following roles: It broadens the public sports service supply channel and improves the resident sports fitness condition, helps the development of sports social organizations and reduces the government’s burden of public sports service governance,strengthens the cooperation among government departments to promote the integrated development of public sports services. The dilemma includes unclear rights and responsibilities, insufficient input of resources, lack of integration of supply and single supply form. Countermeasures: We should endow more autonomy in the supply of public sports service, increase the input of resources, effectively integrate resources, innovate the forms of supply, improve the supervision and evaluation mechanism.
