摘要
作为市场化交易内容的公共体育服务“买什么、为谁买、怎么买”,是政府购买公共体育服务的源头性问题,也是公共体育服务边界问题研究的缘起。在公共供求关系视角下,以公共体育服务的“服务本质属性、政府公共供给、社会公共需求”为基本遵循,建立政府购买公共体育服务边界框定的五大原则。在此基础上,政府购买公共体育服务边界框定应明确政府公共供给与社会公共需求互促关系,引导中央与地方政府双向交叉,通过自上而下形成合力,自下而上建立反馈,畅通社会组织需求与社会公众需求渠道,提升服务清单制管理的行政监管力度。政府购买公共体育服务在进一步构建边界保障机制过程中,明确以政府管理权责划分机制为主体保障,以加深政府区域财政合理供给机制为条件保障,以完善政府政策制定与执行机制为过程保障,以优化政府行政监管与协同机制为结果保障,旨在确保政府购买公共体育服务边界框定合理和保障机制高效可行。
The problems of“What to buy,for whom to buy and how to buy”about public sports services which is the content of market trading are the source of the government purchase of public sports services,and also the origin of the research on the boundary of public sports services.From the perspective of public supply and demand,the five principles of the boundary framing of government purchase of public sports services are established based on the basic principles of“the essential attributes of services,government public supplies and social public demands”of public sports services.On this basis,the boundary framing of government purchase of public sports services should clarify the mutual promotion relation-ship between government public supplies and social public demands,guide the central and local government to make bilateral interaction,forming a joint force downward and a feedback upward,smooth the channels of social organization demands and public demands,and strengthen the administrative supervision of service checklist management.In the process of further building the boundary guarantee mechanism of the government purchase of public sports services,it should be clear that the division mechanism of government administrative powers and responsibilities is the main guarantee,the deepening of the reasonable supply mechanism of government regional finance is the condition guarantee,the improvement of the formula-tion and implementation mechanism of government policy is the process guarantee,and the optimization of the government administrative supervision and coordination mechanism is the result guarantee,which aim to ensure that the boundary framing of government purchase of public sports services is reasonable and the guarantee mechanisms are efficient and feasible.
