Can Outward Foreign Direct Investment Promote the High-Quality Development of China’s Economy

摘要在使用熵值法计算中国省际层面高质量发展指数的基础上,对我国30个省、自治区、直辖市(数据不包括港澳台和西藏地区)2003~2019年的数据实证据考察了对外直接投资对中国经济高质量发展的影响及作用机制。研究发现:随着对外直接投资的增加,中国经济高质量发展水平提高,对外直接投资推动了中国经济高质量发展。中介效应的检验结果表明对外直接投资通过技术创新效应、产业结构效应和生产率效应作用于经济高质量发展。考虑内生性问题、时间差异以及地区差异后,核心结论依然稳健。因此,政府应当继续鼓励企业“走出去”,提高对外直接投资的质量,合理布局对外直接投资,利用国际优势资源反哺国内市场,为转型时期的中国经济高质量发展提供动力。 Based on the calculation of China’s inter-provincial high-quality development index with entropy method,this paper investigates the impact and mechanism of outward foreign direct investment on China’s high-quality economic development by looking at the data of 30 provinces,autonomous regions and municipalities directly under the central government(excluding Hong Kong,Macao,Taiwan and Tibet)from 2003 to 2019.It is found that with the increase of outward foreign direct investment,the high-quality development level of China’s economy improves,and outward foreign direct investment promotes the high-quality development of China’s economy.The test results of intermediary effect show that outward foreign direct investment affects the high-quality economic development through technological innovation effect,industrial structure effect and productivity effect.After considering the endogenous problem,time differences and regional differences,the core conclusion is still robust.Therefore,the government should continue to encourage enterprises to“go out”,improve the quality of outward foreign direct investment,rationally distribute outward foreign direct investment,and make use of international advanced resources to feed back the domestic market,so as to provide impetus for the high-quality development of China’s economy in the transition period.
