摘要
坚持和完善中国特色社会主义行政体制是国家治理现代化的重大问题,集中表现为如何推进政府治理体系和治理能力现代化。在国家治理现代化的宏观背景下,厘清政府治理现代化所应遵循的主要原则,分析政府治理现代化中结构调适与职责优化的思路和举措,有助于政府治理现代化的稳步推进。政府治理现代化,在原则层面应始终坚持党的全面领导,在贯彻法治原则的同时强化政府治理的协同性与适应性;在结构层面要实现对上负责与对下负责的有机统一,推进机构、职能、权限、程序、责任法定化,增强政府职能的适度弹性,变革组织人事制度,提升组织运行效率;在职责优化方面要实现政府职责同面向对象及自身功能相适应,明确政府与其他治理主体的权责边界并运用新技术提升政府履责能力,在强化监督中促进问责容错机制的衔接融合。
Enhancing the administrative system of Socialism with Chinese Characteristics is a crucial issue of the modernization of national governance,which focuses on how to promote the modernization of the system and capacity of governmental governance. In the background of the modernization of national governance,it is necessary to clarify its principles,restructure of the governance and optimize its responsibility. The above mentioned ideas can stably propel the modernization of governmental governance. The principles include sticking to the overall leadership by the CPC,and reinforcing the collaboration and adaption of governmental governance with the rule of law. In the structure dimension,the government ought to integrate the upward and downward responsibilities,and legalize the agency,function,jurisdiction,procedure and accountability. Besides,the government should improve its flexibility of responsibility and reform the personnel system,aiming to make the organization more effective. With respect to the governmental responsibility,the governmental responsibility will be adaptive to governance issues and clarify the responsibility boundary with other actors in the governance structure. In addition,novel technology should be adopted to improve governmental capacities and optimize accountability mechanism.
