摘要
全民普及技能是技能型社会建设的基本前提。作为提升国民技术技能素养的重要保障,职业教育公共服务面向全人群、全生命周期提供以“技能”为核心的公益化、标准化、市场化的公共服务内容。为使职业教育公共服务真正“覆盖全民、服务生活、保障就业、传承文化”,应从职业教育公共服务过程逻辑出发,构建涵盖“需求体系、服务(供给)体系、过程管理体系、质量监管体系”四位一体的全生命周期职业教育公共服务体系,以“规范、可持续且全民认可”的职业教育公共服务回应全民技能普及的发展需要,普遍提高全民技术技能素养,全社会协力推进技能型社会建设。
Universal popularization of skills is the basic premise of building a skill-based society.As an important guarantee to improve the technical skills of people,the public service of vocational education provides public welfare,standardized and market-oriented public service content with“skills”as the core for the whole population and the whole life cycle.In order to make the public service of vocational education truly“cover the whole people,serve the whole life,secure jobs and inherit culture”,we should start from the process logic of the public service of vocational education and build a public service of vocational education system with the whole life cycle covering“demanding system,supplying system,process management system and quality supervision system”.The public service of vocational education,which is standardized,sustainable and recognized by the whole people,should respond to the development needs of universal skill popularization,generally improve the technical skills of the whole people,and promote the construction of a skill-based society with the cooperation of the whole society.
