2020年后民族地区职业教育扶贫的价值审视与政策趋向 被引量:7

摘要 在2020年后扶贫工作新的历史时期中,民族地区职业教育扶贫的价值体现在彰显社会主义本质要求,促进社会公平正义;推动高质量包容性发展;通过赋权激发贫困人口内生动力,提升“可行能力”,阻断贫困代际传递;有助于铸牢中华民族共同体意识,促进民族团结进步。2020年后,民族地区职业教育扶贫政策将顺应形势和需求做出调整。民族地区职业教育扶贫政策的总体变化趋向主要是从保障生存向促进发展转变,从特惠性政策向普惠性政策转变,从超常规向常规转变以保障职业教育公共服务,通过高质量内涵式发展提升职业教育吸引力,通过创新体制机制推动民族地区乡村振兴与职业教育扶贫的深度融合,从以农村为主向城乡融合转变,进而健全反贫困多元治理机制,构建保障稳定脱贫和减少贫困发生的职教扶贫长效机制,不断提高职业教育扶贫的法治化水平。 In the new historical period of post-2020 poverty alleviation work,the value of vocational education in ethnic minority areas for poverty alleviation is reflected in highlighting the essential requirements of socialism,promoting social equity and justice,promoting high-quality and inclusive development,stimulating the endogenous driving force of the poor population through empowerment,enhancing"feasible capacity",and blocking the inter-generational transmission of poverty,strengthening the sense of community of the Chinese nation and promoting national unity and progress.After 2020,the poverty alleviation policy through vocational education in minority areas will be adjusted to meet the situation and demand.The overall trend of the vocational education poverty alleviation policy in ethnic minority areas changes mainly from subsistence guarantee to promote development,from the preferential policy to the general policy,from extraordinary to regular shift,from a largely rural to urban and rural integration.This paper proposes to promote the vocational education service quality through high-quality connotative development,and to promote the deep integration of rural revitalization and vocational education in ethnic minority areas through innovation systems and mechanisms.The long-term mechanism of poverty alleviation in vocational education continuously improves the level of legalization of poverty alleviation in vocational education.
