摘要
本文以南通市抵御4·30极端天气灾害为例,剖析了政府、企业、社会组织、公众、媒体等多元主体参与气象灾害应急管理过程的现状及问题,发现目前气象灾害应急管理多元主体参与存在危机意识不到位、法律地位不明确、应对能力不充分、协同合作不深入等困境,并针对性地提出了提高危机责任意识、完善法律保障机制、提升应对处置能力、优化协调合作关系等有效提高各主体参与气象灾害应急管理效率的措施。
Taking Nantong City as an example of resisting 4·30 extreme weather disasters,this paper intends to investigate the current situation and problems of the participation of multiple subjects including the government,enterprises,social organizations,public,and media in the emergency management of meteorological disasters.It’s found that there are problems such as insufficient awareness of crisis,unclear legal status,insufficient coping capability and in-depth cooperation,and targeted proposals are pointed out to strengthen the awareness of crisis responsibility,perfect the legal guarantee mechanism,enhance the response and disposal capabilities and optimize the coordination among multiple subjects,so as to effectively improve the efficiency of each subject’s participation in emergency management of meteorological disaster.
