Regional Space and Political Game:On the Change of Middle and Late Tang Dynasty Heshuo Province Administrative Region

摘要在整个藩镇时代,河朔政区有数次较大的调整,每次都依托不同的历史语境展开。后世学者由于对当时这些具体的历史语境缺少充分的领会,往往把唐廷在河朔的诸多失利,归咎于皇帝与廷臣在政区调整上的失策。实际上,唐廷对河朔政区的调整有着一以贯之的内在理念——确保中央利益最大化。从这一角度纵览河朔政区的数次调整方案,大多是唐廷利益最大化的选择。为此,唐廷采取了维持诸方“有利的均衡”、让河朔强藩互不相邻、对河朔防御型藩镇采用“节度州与单支郡二元结构”、将河朔地区节度使与刺史文臣化等一系列手段。长庆年间以后,当唐廷不再试图彻底改变河朔藩镇父子相袭的局面,改行“放弃河北,控制其余”的政策,唐廷与河朔之间博弈的关节之处才得到彻底解决,双方由敌对关系转变为共生关系,河朔政区就此趋于稳定。 In the whole era of vassal towns,the administrative region of Heshuo province has made several major adjustments,each time relying on different historical contexts.Due to the lack of full understanding of these specific historical contexts at that time,the latter scholars often attribute many failures of the central government of the Tang Dynasty in Heshuo province to the mistakes of the emperor and ministers in the adjustment of administrative regions.In fact,the central government of the Tang Dynasty had a consistent internal idea to ensure the maximization of the central interests.From this point of view,most of the adjustment plans of Heshuo province are the result of the choice of maximizing the interests of the central government of the Tang Dynasty.To this end,the central government of the Tang Dynasty adopted a series of measures,such as maintaining the“favorable balance”of all parties,making Heshuo provinces not adjacent to each other,adopting the“dual structure of Jiedu state and single county”for Heshuo defensive provinces and towns,and turning Heshuo District Jiedu envoys and assassins into ministers.After the reign of Changqing,when the central government of the Tang Dynasty stopped trying to completely change the situation of paternal succession in Heshuo province and turned to the policy of“giving up Hebei while taking the rest in charge”,which led up to the sdution of game joint between the central government of the Tang Dynasty and Heshuo province and the transition of the hostile relationship between the two sides into a symbiotic relationship,and Heshuo thus became a stable province.
