摘要
西方发达国家较早消灭了绝对贫困,对相对贫困治理中的文化帮扶进行了有益探索,形成了普遍可及的公共文化服务体系、区域振兴的文化经济发展策略、赋能导向的弱势群体项目支持、广泛动员的社会力量整合机制、刚性约束的项目实施保障体系等实践维度。由于存在西方福利国家理论指导文化扶贫实践的理论缺陷,资本逻辑减贫体系应对文化贫困的制度缺陷,现行国家治理体系整合文化帮扶合力的体制缺陷,西方国家文化帮扶质量和效能被大打折扣。结合新发展阶段的实际,文化帮扶要从巩固社会主义的制度优势、突出文化帮扶的基础地位、强化帮扶机制的融合创新、引导社会力量的深度介入、重视文化扶贫的制度建设等方面着力,走出一条相对贫困治理中的中国特色文化帮扶模式。
The Western developed countries have eradicated absolute poverty in years back,meanwhile,constructive investigations of cultural support targeted on relative poverty addressing have been made and shaped into a universal public cultural service system,cultural and economic development strategies for regional vitalization,empowerment-oriented support project for vulnerable groups,an extensively mobilized social resources integration mechanism,a guarantee system with rigid constraint for implementing the projects.However,theoretical defects of the Western welfare states in guiding cultural poverty alleviation practice,and institutional defects in the capital logic alleviation system responding to cultural impoverishment and in synergizing all the supportive resources in the modern governance system have greatly undermined the quality and effectiveness of cultural aid.It′s arguable that cultural aid under the context of the new development conditions may focus on consolidating institutional strength of socialism,highlighting the basic status of cultural support,creating new approaches to integration,guiding an in-depth involvement of all social resources,and strengthening systematic building for cultural poverty alleviation to carve out a distinctively Chinese cultural aid mode in addressing relative poverty.
