摘要 2020年绝对贫困治理在中国取得显著成效,绝对贫困问题全面消除,自此扶贫工作的重难点及政策转向从显性的绝对贫困转向隐性的相对贫困。以中国几十年脱贫成果为基础,以发达国家相对贫困治理的研究为参照,结合中国社会经济发展的实际情况,进一步深入分析中国相对贫困的内涵。结合国际上贫困测度的经验,总结短期内还是以收入和消费为主、长期可以探索开展多维的相对贫困的度量方法、制定老年人口、城市农民工、儿童等特殊群体的相对贫困度量方法。探究中国相对贫困治理的若干路径,以尽快推动中国相对贫困治理的优化。 In 2020,the governance of absolute poverty in China has achieved remarkable results,the problem of absolute poverty has been completely eliminated,and since then,the difficulties and policies of poverty alleviation work have shifted from explicit absolute poverty to implicit relative poverty.Based on China’s achievements in poverty alleviation in the past few decades,taking the research on relative poverty governance in developed countries as a reference,and combined with the actual situation of China’s social and economic development,the connotation of China’s relative poverty is further analyzed in depth.Combined with the experience of international poverty measurement,it is summarized that in the short term,income and consumption are the mainstays,and in the long run,we can explore the measurement method of multidimensional relative poverty,and formulate the relative poverty measurement method of special groups such as the elderly population,urban migrant workers,and children.Explore some paths for China’s relative poverty governance,so as to promote the optimization of China’s relative poverty governance as soon as possible.
