摘要《国际残奥委员会无障碍指南》的设计理念及内容将对残疾人体育事业发展产生重大影响。采用文本分析法,从公共服务政策视角解读该文件,发现其在继承、发展无障碍环境作用基础上,与我国无障碍环境发展整体理念相契合,为我国无障碍基础设施的总体行动纲领制定起到促进作用。依此归纳出具有代表性的4个设计理念,即以人为本、可持续发展、多元包容、智能化设计。该指南的设计理念对于北京冬残奥会无障碍环境建设具有重要的指导作用。结合国际残奥委员会要求与北京无障碍设施现状,提出北京冬残奥会筹办应通过持续推进无障碍环境建设,达到关注冬残奥运动员发展与公众参与,推动奥运遗产传承与生态文明建设,促进全民助力冬残奥与社会融合进程等发展目标。 The design concept and main contents of the International Paralympic Committee Accessibility Guidelines will have a profound impact on the development of sports for the disabled.Using the text analysis method to interpret the document from the perspective of public service policy,it is found that on the basis of inheriting and developing the role of barrier-free environment,it is consistent with the overall concept of my country’s barrier-free environment development,and it is the formulation of the overall action plan for my country’s barrier-free infrastructure.To promote.Based on this,four representative design concepts are summarized,namely people-oriented,sustainable development,diversity and inclusiveness,and intelligent design.The design concept of this guide has important guiding significance for the construction of barrier-free environment for the Beijing Winter Paralympics.Combining the requirements of the International Paralympic Committee and the status quo of barrier-free facilities in Beijing,it is proposed that the preparations for the Beijing Winter Paralympic Games should continue to promote barrier-free environments.To achieve development goals such as paying attention to the development of Paralympic athletes and public participation,promoting the inheritance of the Olympic heritage and the construction of ecological civilization,and promoting the whole people to assist the process of the Winter Paralympics and social integration.
