摘要
本文围绕构建一个什么样的新发展格局、怎样构建新发展格局这一重大问题,分别三个层面作了系统分析:其一,透过现象看本质,新发展格局的核心要义在于统筹发展和安全。只有站在统筹发展和安全的高度,才能找准构建新发展格局的着力点和着重点、出发点和落脚点,防止构建新发展格局实践走偏变样。其二,统筹发展和安全不仅同构建新发展格局的行军路线和最终成色高度关联,而且体现了进入新发展阶段、贯彻新发展理念的必然要求。以加快构建新发展格局为契机和转折点,我国已走上坚持发展和安全并重之路。其三,相对于其他领域或其他方面的安全而言,市场主体安全是最具基础意义的安全,财政安全是最具底线意义的安全。在统筹发展和安全中构建新发展格局,要牵"牛鼻子"——首先统筹好市场主体发展和安全以及财政发展和安全。
From the perspective of ensuring both development and security,we should have an accurate understanding of the new development stage,fully apply the new development philosophy,and accelerate our efforts to create a new development pattern to promote high-quality development.The new development stage,the new development philosophy and the new development pattern,should be understood in a unified framework.At the current crucial moment,we should deepen the understanding of how to accelerate the building of a new development pattern at the viewpoints of both history and reality and both China and the international.Focusing on the major issues of what kind of new development pattern should be built and how to build it,this paper will make a systematic analysis from three aspects.Firstly,we should look through the appearance to see the essence.The core of new development pattern is ensuring both development and security.Only from this height,can we find the focus,starting point,and foothold of building the new development pattern,so as to prevent the deviation from the correct direction of new development pattern practice.The new development pattern is directly related to the complicated and profound change of China’s development environment.In a sense,it is a product generated in the process from international environment’s quantitative change to qualitative change.With the significance of security for development highlighted and the weight of security in development increased,the fundamental starting point for building a new development pattern is to put security in a more prominent position,to consider more security factors in development,and to pursue a dynamic balance between development and security.In other words,the new development pattern emphasizes security more when development coordinates with security.In essence,it is aimed at the overall development and security.Secondly,ensuring both security and development is not only highly correlated with the March line and final quality of building a new development pattern,but also reflects the inevitable requirements of entering a new development stage and implementing the new development concept.Taking speeding up the building of a new development pattern as an opportunity and a turning point,China has embarked on the road of attaching equal importance to development and security,that is,both high quality and security should be ensured in the development.We should persist in ensuring both security and development,and integrate development and security throughout the whole process of building a new development pattern and various fields,so as to realize the positive interaction between high-quality development and high-level security.This is of great significance to ensure a good start in building a socialist modern country in an all-round way.Moreover,this is the first necessary moves to speed up the building of a new development pattern.Thirdly,compared with the security of other fields or other aspects,the security of the market subject is the most fundamental security.If economic and social development is compared to a towering tree,then protecting the market subject is to keep the foundation of economic and social development.The market subject is the"cell"of the national economy,lying in the basic link in the whole national economic system.Under the shock of COVID-19 in 2020,it can be seen from the implementation of the"six stabilities"policy(namely,ensuring stability on six key fronts of employment,finance,foreign trade,foreign capital,investment,and prospection)and the"six securities"policy(namely,maintaining security in six key areas of residents’employment,people’s livelihood,market subject,food and energy,industrial chain and supply chain,and grassroots operation)that both"six stabilities"and"six securities"are set on the basis of ensuring stability on and maintaining security in market subject first.China’s policy and institutional adjustment focuses on market subject,which consolidates market subject as the foundation to support the development and address the economic operational difficulties.Fiscal security is the bottom line.Finance is the foundation and important pillar of national governance.Financial security is not only the foundation of various securities,but also the guarantee for all securities.Finance should not only serve as a foundation and an important pillar to promote development,but also play a basic and supporting role to maintain security.Either from history or reality perspective,it is proved that finance is the last guarantee when a nation is facing crucial risks,especially the economic risk.As long as finance strength is sufficient,we will be confident to resolve various problems and go through crisis smoothly.Compared with previous operations at the level of macro-economic control,building new development pattern is a great policy made by the CPC Central Committee from the overall height and the strategic respective.To implement the plans of the CPC Central Committee on accelerating the building of the new development pattern is nothing less than a profound reform involving our philosophy,ideology,strategies,and economic structure.
