残疾人教育专家委员会的权力运作困境及对策——基于约翰·弗伦奇的权力类型理论 被引量:2

Operational Dilemmas and Countermeasures of the Committee of Experts on Education for People with Disabilities——Based on John French’s Power Type Theory

摘要 新修订的《残疾人教育条例》提出设立县级残疾人教育专家委员会,主导特殊儿童入学鉴定评估工作,但其权责和运行程序描述不清。文章基于约翰·弗伦奇的权力类型理论分析残疾人教育专家委员会的权力运作,发现其存在合法权力运用失实、专家权力运用失准、双重权力运作冲突等权力运作问题,提出从规范运行章程、坚持多元评量、加强监督评估三方面着手化解权力运作问题,以期保障鉴定评估工作稳步开展。 The newly revised Regulations on Education for People with Disabilities proposed the establishment of county-level committees of experts on education for people with disabilities to take charge of the assessment of the enrollment of exceptional children,but the descriptions about their functions and work processes are vague.Based on John French’s power type theory,this paper analyze the power operation of the expert committee and find that there are power operation problems in its work,such as misuse of legal power,misuse of expert power,and conflict of dual power operation.Combining the power type theory,it proposed to solve the power operation problems of the expert committee from three aspects:standardizing the operation rules,insisting on multiple evaluation,and strengthening supervision and evaluation,so as to ensure the quality of the assessment of enrollment.
