摘要
我国PPP政策法规和制度体系建设不断发展,PPP模式在全国各地生态环境保护项目中得到快速推广,取得了一系列成就。当前我国在生态环保PPP具体实践方面仍然面临着发展不平衡、实施难度大、机制不健全等挑战。建议采取引导民营企业作用、加强信息公开和协商工作、建立绩效考核和回报机制、完善法律法规解决争议等措施进行改善,并建议在“十四五”时期以发展乡村生态环保PPP项目为抓手服务国家乡村振兴战略。
The Public-Private Partnership(PPP)model has been rapidly popularized in ecological conservation and environmental protection projects in China,which is of great significance for the ecological civilization construction and innovative economic system reform as well as governing capacity modernization in the country.At present,China still faces the challenges of unbalanced development,implementation bottlenecks and inadequate management mechanisms in terms of practicing PPP within the field of ecological and environmental governance.It was suggested to take measures such as expanding the capacity of private sectors,strengthening information transparency and public consultation,establishing performance appraisal and reward incentives,improving regulation and strengthening dispute resolution capabilities as well as promoting PPP model in rural environmental projects to contribute to rural revitalization in the 14th Five-Year Plan period.
