摘要
20世纪90年代以来,发达国家率先应用可追溯系统进行质量安全管理,形成了比较系统的管理体系。我国重视食品质量安全追溯体系建设,但尚处于起步阶段。本文从管理架构、法律法规、编码规则、引导推广等方面梳理国际成功经验,分析了我国追溯体系在标准、技术、发展环境等方面存在的突出问题,提出4条建议:建立健全法律法规和标准体系;推动追溯体系的认证机制;加快追溯技术的开发和应用;加强宣传引导构建良好舆论环境。
Since the 1990s,developed countries have taken the lead in applying traceability system for quality and safety management,forming a relatively systematic management system.China attaches importance to the construction of food quality and safety traceability system,but it is still in its infancy.This paper combs the international successful experience from the aspects of management structure,laws and regulations,coding rules and guidance and promotion,analyzes the outstanding problems of China’s traceability system in terms of standards,technology and development environment,and puts forward four suggestions:establishing and improving the system of laws,regulations and standards;promoting the certification mechanism of traceability system;accelerating the development and application of traceability technology;strengthening publicity and guidance and build a good traceability public opinion environment.
