摘要
市域社会治理现代化是国家治理现代化的重要组成部分,是国家治理现代化在市域范围内的具体体现。市域社会治理从概念提出到试点推进的时间非常短暂,它既存在理论支撑薄弱问题,又存在实践探索缺乏经验借鉴的问题。基于此,本文从市域社会治理的主体构成与功能定位、工作布局与职责界定、方式融合与技术支撑三个方面,试图弄清楚"谁来治理""治理什么""如何治理"三个结构性问题。推进市域社会治理现代化,一是理顺主体间关系,推进市域社会治理体制现代化;二是聚焦解决突出问题,推进市域社会治理工作布局现代化;三是增强"智治"支撑,推进市域社会治理方式现代化。
The modernization of municipal social governance is an important part of the modernization of national governance and the concrete embodiment of the modernization of national governance within the scope of municipal administrative area. However, the time from the concept proposal to the pilot promotion of municipal social governance is very short. It has the problem of weak theoretical support and lack of experience in practical exploration. Based on this, this article attempts to clarify the three structural issues of "who governs", "what to govern", and "how to govern" of municipal social governance from three aspects: the main body composition and function positioning, work layout and responsibilities definition, method integration and technical support. Finally, the path to promote the modernization of municipal social governance is proposed. First, the relationship between subjects needs to be straightened out to promote the modernization of the municipal social governance system. Second, focus on solving outstanding problems to promote the modernization of the layout of municipal social governance. Third, the supporting role of intelligent social governance should be strengthened to promote the modernization of means of municipal social governance.
