协同治理:志愿服务推进乡村治理现代化的路径选择

Collaborative Governance:A Path Choice for Voluntary Services to Promote Modernization of Rural Governance

摘要在乡村振兴战略实施的背景下,志愿服务对于构建乡村社区治理共同体、推进乡村精神文明建设、帮扶乡村特殊困难群体具有鲜明的时代意义和实践内涵。文章发现,当前乡村志愿服务面临认知度和参与度不高、法治化和制度化不完善、资金保障不足和激励机制缺乏、组织建设和项目管理不完善、服务队伍薄弱和常态化缺乏、培训不完善和专业化水平较低等困境。基于协同治理理论,志愿服务推进乡村治理现代化,应该强化政府部门的主导作用、构建乡村社区治理共同体、鼓励社会力量参与、促进专业社工介入。 In the context of the implementation of the Rural Revitalization Strategy,voluntary service has a distinct historical significance and practical connotation in building rural community governance,promoting the construction of rural spiritual civilization,and assisting special disadvantaged groups in rural areas.Research has found that current rural voluntary service faces challenges such as low awareness and participation,inadequate legalization and institutionalization,insufficient financial support and lack of incentive mechanisms,poor organizational construction and project management,inadequate manpower and a lack of continuity,as well as insufficient training and low levels of specialization.Based on the theory of collaborative governance,to promote the modernization of rural governance,voluntary service should emphasize government leadership and build rural governance communities.Moreover,it should encourage the participation of social forces and promote the involvement of professional social workers.
