摘要
创新城市是城市发展的新趋势,是加快转变城市发展方式,推进新型城镇化的重要路径.城市治理创新是创新城市建设的内容之一,也是推进创新城市建设的重要保障.随着大数据、云计算、物联网、区块链和人工智能等新兴信息技术的发展,智能化成为推进城市治理创新及实现城市治理现代化的重要方向.城市治理智能化模式包括基于数字孪生系统的社会问题智能监测与识别、基于知识库模型的社会问题精准分析与推演、基于多源数据融合的城市治理实时评价与动态反馈三个方面.推进城市治理智能化,需要从技术、组织和制度三个方面同时发力:完善智能技术支撑体系、优化城市组织管理体制、健全治理制度保障机制,三者共同推动城市治理体系和治理能力现代化.
Innovative cities are a new trend in urban development and an important pathway to accelerate the transformation of urban development mode and promote new urbanization.Urban governance innovation is a core element in innovative city construction and guarantees the advancement of innovative city construction.With the emergence of information technologies such as big data,cloud computing,the Internet of Things,blockchain and artificial inelligence,itellgntization has become an important direction to promote urban governance innovation and realize urban govermance modermization.There are three aspects in the intelligent urban governance model:(1)intelligent monitoring and identification of social problems based on the digital twin system,(2)accurate analysis and deduction of social problems based on the knowledge base.model,and(3)real-time evaluation and dynamic feedback of urban govemance based on multi-source data fusion.The realization of intelligent urban govemance requires simultaneous efforts from three aspects:technology,organization,and system.In particular,the intelligent technology support system needs to be improved,the urban organization and management system need to be optimized,and the governance system guarantee mechanism needs to be improved.The three will work together to modermize the urban governance system and capacity.
