摘要
党的十九大提出实施乡村振兴战略,将乡村振兴战略作为新时代“三农”工作的总抓手。乡村振兴关系到占中国人口多数的农民对美好生活的向往,乡村的有效治理是实现乡村振兴的标志和构成要素。情感治理作为现代一种重要治理形式,在国家各层面治理的作用日益凸显,在乡村治理中发挥着积极意义,如“送温暖”、乡贤返乡参与乡村建设等,但乡村发展出现扶贫“求贫”心理及情感冷漠化、负面情绪的传递等,情感在乡村治理中如何结合实际以发挥效用亦须加以探讨。以湖北省H县W村为切入点,从情感治理视角分析其治理过程中存在的问题及原因,通过鼓励村民积极参与村内事务、多样化形式增强互动、主动沟通交流以增进互信理解,营造和谐幸福的乡村氛围以助力乡村治理目标的实现。
The 19th National Congress of the Communist Party of China proposed the implementation of the strategy of rural revitalization,and the strategy of rural revitalization will be the main focus of the“three rural”work in the new era.Rural revitalization is related to the longing for a better life of farmers,who account for the vast majority of the Chinese population,and effective rural governance is a sign and element of rural revitalization.As an important form of modern governance,emotional governance plays an increasingly prominent role in governance at all levels of the country.It plays a positive role in rural governance,such as“sending warmth”and returning hometown sages to participate in rural construction.However,in the process of poverty alleviation,some problems have emerged,such as the villager’s initiative to return to poverty,emotional indifference and the transmission of negative emotions,how emotions can be combined with reality in rural governance to be effective must also be explored.This article takes W Village in H County as the starting point,analyzes the problems and causes in the governance process from the point of emotional governance,encourages villagers to actively participate in village affairs,enhances interaction in diversified forms,and actively communicates to enhance mutual trust and understanding,and to create harmonious and happy rural atmosphere.Contribute to the realization of rural governance goals.
