摘要
不同历史时期,"西北问题"的概念有所不同。但"西北问题"始终脱离不了掣肘西北地区生态、政治、经济、文化、社会、治理等诸方面发展的问题。对应到政治学领域,指涉及西北地区治理与自治的系列问题。如何破解"西北问题",政界、学界进行了大量调查、研究。站在新时代的历史起点,有必要对西北问题调查、研究进行回顾、梳理、总结,廓清新时代背景下"西北问题"变化了的条件,探索西北民族地区治理有效的、与变化了的条件相适应的治理形式。
In different historical periods,the connotation and extension of the Issues Concerning Northwest China are different.But the Issues have always been separated from the ecological,political,economic,cultural,social,governance and other aspects of the northwest development problems;Corresponding to the field of political science,it refers to a series of issues concerning the governance and autonomy of northwest China.How to solve the Issues Concerning Northwest China,the political circle,the academic circle has carried on the massive investigation and research.Standing at a new historical starting point,it's necessary to review,sorting out and summarizing the investigation and research on the Issues,clarifying the changed conditions of Issues Concerning Northwest China under the background of the new era,and exploring the effective governance forms in the northwest ethnic areas that are compatible with the changed conditions.
