摘要
零工经济作为新的用工形式,引起了国内外学者的关注。零工经济的兴起,打破了人力资源市场的传统规则,为人力资源共享模式的诞生提供了理论支撑。在零工经济和分享经济理论框架下,构建基于第三方人力资源服务平台的人力资源共享模式,从劳动力供给方、劳动力需求方和第三方人力资源服务平台三个角度剖析核心角色职责,并通过分析人力资源共享模式存在的问题,从人力资源共享系统的形成、第三方人力资源服务平台的搭建和政策环境的支持三个角度进行探讨,提出零工经济背景下的人力资源共享模式实现路径。
As a new form of employment,gig economy has attracted the attention of scholars at home and abroad.The rise of gig economy has broken the traditional rules of human resource market and provided theoretical support for the birth of human resource sharing model.Under the theoretical framework of gig economy and sharing economy,the human resource sharing model based on the third-party human resource service platform is constructed.The core roles and responsibilities are analyzed from the perspectives of labor supply side,labor demand side and third-party human resource service platform,and the problems in the human resource sharing model are analyzed.The study discusses the formation of human resource sharing system,the construction of third-party human resource service platform and the support of policy environment from three perspectives,and puts forward the realization path of human resource sharing mode under the background of gig economy.
