摘要
政策供需匹配度测算是评估和调整海洋科技创新政策的重要指标和依据。从政策供需匹配视角出发,剖析海洋科技创新政策供需作用机理,构建供需匹配模型,以山东省为例,利用其"十一五"以来出台的89项海洋科技创新政策文件并对相关政策需求主体开展问卷调研,测算和分析政策供需匹配度。结果表明:供给方面的供给导向型政策匹配度较低,而需求方面的涉海企业与政策匹配度较低;从具体政策来看,产学研协同、信息化建设、人才扶持等政策匹配度较低。根据研究结论,对山东省就重视政策需求反馈、加强企业创新主体地位及拓宽政策解读渠道等方面给出对策建议,并从国家层面提出推进政策协调机制建设以及营造良好法律环境等对策建议,以期实现山东省及我国的海洋科技创新政策供需匹配与高效运用。
The measurement of policy supply and demand matching degree is an important indicator and basis for evaluating and adjusting marine science and technology innovation policies.Starts from the perspective of policy supply and demand matching,this paper analyzes the supply and demand mechanism of marine science and technology innovation policies,builds the supply and demand matching model,and takes Shandong province as an example,uses its 89 policy documents issued since the 11 th Five-Year Plan,carries out a questionnaire survey on the relevant policy demand subjects to calculate and analyze the policy matching degree.The results show that,on the whole,in terms of supply,the supply-oriented policies have a low degree of matching;in terms of demand,the matching degree of the sea-related enterprises is low.From the perspective of specific policies,the matching degree of industry-universityresearch cooperation,information construction and talent support are low.According to the research conclusion,the paper gives countermeasures and suggestions to Shandong on attaching importance to policy demand feedback,strengthening the main position of enterprise innovation and broadening the policy interpretation channels,and from the national level,further puts forward countermeasures and suggestions on promoting the construction of policy coordination mechanism and creating a good legal environment,in order to realize the supply and demand matching and efficient application of marine science and technology innovation policies in Shandong and China.
