摘要
企业是科技创新活动的核心主体.文章基于企业满意度视角设计了科技创新政策效果评估问卷,评估青海省科技创新政策效果.结果发现,企业对青海省科技创新政策满意度较高,对科技创新政策体系的完善性和政府在政策执行过程中的公开、公平、公正性认同度较高.就具体政策而言,效果最好的政策依次是税收优惠政策、知识产权政策和创新平台政策,效果较差的政策依次是人才队伍政策和金融支持政策.就政策工具类型而言,政府主导型政策工具的效果较好,市场型政策工具的效果较差.
Enterprises are the core subjects of scientific and technological innovation.Based on the perspective of enterprises,this paper designs a questionnaire to evaluate the effect of sci-tech innovation policy.The results show that enterprises are highly satisfied with science and technology innovation policies of Qinghai Province,they highly agree with the perfection of the scientific and technological innovation policy system and the openness,fairness and impartiality of the government in the process of policy implementation.In terms of specific policies,the most effective policies are preferential tax policy,intellectual property policy and innovation platform policy,and the worst policies are talent team policy and financial support policy.In terms of the types of policy tools,government-led policy tools are more effective,while marketbased policy tools are less effective.
