摘要
基于海洋创新环境、海洋创新资源、海洋创新绩效、海洋知识创造4项分指数构建区域海洋创新指数,运用K-均值聚类法、等分线法,对我国11个沿海省份的创新绩效与能力格局展开研究分析。研究显示,与高速增长的海洋创新投入相比,我国海洋创新产出相对较低,省域间海洋创新绩效存在显著不均衡格局,海洋创新效率具有相似分离的空间特征。基于研究结论,提出各沿海省市应当推进海洋产业结构转型升级、扩大海洋教育发展水平、发展海洋绿色产业、因地制宜打造本土海洋创新发展模式。
In this paper,we construct the regional marine innovation index based on the four sub-indexes consisting of marine innovation environment,marine innovation resources,marine innovation performance and marine knowledge creation,and use K-means clustering method and equipartition line method to analyze the innovation performance and ability pattern of 11 coastal provinces in China.The research shows that the marine innovation output is relatively low compared with the rapid growth of marine innovation investment.Also,there is a significant imbalance in the performance of marine innovation among provinces.The efficiency of marine innovation has similar spatial characteristics.Accordingly,the paper puts forward some policy suggestions such as coastal provinces and cities should promote the transformation and upgrading of marine industrial structure,expand the development level of marine education,develop marine green industries and create local marine innovation development models according to local conditions.
