摘要
本文建立了一个叙事框架并据此探讨了1992-2006年中国国家创新体系的结构性变革。这种变革导源于市场观念和创新观念的确立以及在此基础上出台的一系列改革举措,主要表征为企业创新主体地位的确立、高校科研实力相对于独立研发机构的大幅提升、民营经济的崛起和民营企业创新能力的增强、区域创新系统的形成以及国防科技与民用科技的逐步融合,由此基本解决或者大幅缓解了长期困扰我国经济社会发展的“科技与经济”脱节、“科研与教育”脱节以及“国防与民用”脱节的现象。国家创新体系的不断优化带来了科技进步贡献率的稳步提升,从而为2006年之后我国的经济社会发展奠定了坚实基础。
This paper establishes a narrative framework to explore the structural changes of China’s national innovation system from 1992 to 2006.This kind of change originated from the establishment of the concepts of market and innovation and a series of system reform measures introduced on such a foundation.It is mainly characterized by the establishment of the dominant position of enterprises in innovation,the substantial improvement of the scientific research strength of universities relative to independent scientific research institutions,the rise of private economy and the enhancement of the innovation ability of private enterprises,the formation of regional innovation system and the gradual integration of national defense and civil innovation system.Thus,the disconnection between sci-tech and economy,between scientific research and education,and between national defense and civil R&D activities,which has long hindered China's economic and social development,have been solved or substantially alleviated.The continuous optimization of the national innovation system has brought steady increase in the contribution rate of technical changes,which has laid a solid foundation for China’s economic and social development after 2006.
