摘要
基于2009—2018年中国东部沿海三大城市群34个城市面板数据,运用耦合协调度模型和障碍度模型,厘清其科技创新与绿色发展的耦合协调关系及其障碍因素的空间异质性特征。结果表明:(1)三大城市群科技创新与绿色发展水平均保持平稳增长状态,且呈相似空间特征,指数均值由大到小依次为珠三角、长三角和京津冀城市群;城市群内部各城市发展存在显著不均衡,其中深圳处于领跑地位,而惠州、江门、肇庆及河北多数城市相对落后。(2)三大城市群科技创新和绿色发展耦合协调关系不断改善,但整体表现仍为失调型;珠三角和长三角城市群处于磨合阶段,所有城市均摆脱低水平耦合关系,而京津冀城市群尚处于拮抗耦合阶段,仅有北京、天津和秦皇岛进入高水平耦合阶段,“强更强”的发展态势使城市间两系统协调发展差距进一步增大。(3)各指标因素对三大城市群两系统协调发展的影响呈趋同性,创新投入、产出、储备及绿色生活建设是主要制约因素。基于研究结论,提出推动三大城市群实现高质量发展的有关对策建议,包括制定差异化科技创新策略、实施区域协调发展与互动政策、推进高新技术产业发展,以及增强城市之间的空间关联、促进城市群内绿色协同发展、深入绿色生活理念培育等。
Based on the panel data of 34 cities in three coastal urban agglomerations of China from 2009 to 2018,this paper clarifies the coupling and coordination relationship between its scientific and technological(S&T)innovation and green development and the spatial heterogeneity characteristics of its obstacle factors by using coupling coordination model and obstacle model.The results show that:(1)The level of S&T innovation and green development of the three urban agglomerations have maintained a steady growth state and show similar spatial characteristics,the average index from large to small is the Pearl River Delta,the Yangtze River Delta and the Beijing-Tianjin-Hebei urban agglomeration;there is a significant imbalance in urban development within the urban agglomeration,among which Shenzhen is in the leading position,while most cities in Huizhou,and Jiangmen,Zhaoqing and Hebei are relatively backward.(2)The coupling and coordination relationship between S&T innovation and green development of the three urban agglomerations have been constantly improved,but the overall performance is still dysfunctional,among them,the Pearl River Delta and the Yangtze River Delta urban agglomeration are in the running-in stage,and all cities get rid of the low-level coupling relationship,while the Beijing-Tianjin-Hebei urban agglomerations is still in the antagonistic coupling stage,only Beijing,Tianjin and Qinhuangdao have entered the high-level coupling stage,the development trend of"stronger and stronger"further increases the coordinated development gap between the two systems and cities.(3)The influence of each index factors on the coordinated development of the three urban clusters is convergence,and the main obstacle factors are innovation input,output,reserve,and green lifestyle construction.Based on the findings,a series of policy implications to improve the coordination development between S&T innovation and green development are proposed,including formulating differentiated S&T innovation strategies,implementing regional coordinated development and interactive policies,and promoting the development of high-tech industries,as well as enhance the spatial correlation between cities,promote green and coordinated development in urban agglomerations,and deepen the cultivation of the concept of green life.
