摘要
高质量发展需要科技创新的推动,这也是新时代中国经济高质量发展的根本要求。西部地区经济发展长期落后于东中部地区,借助科技创新催生新发展动能是实现弯道超车、推动经济高质量发展的有效途径。本文将科技创新驱动经济高质量发展过程分为科技创新和经济高质量发展两个阶段,通过构建科技创新驱动经济高质量发展两阶段三系统模型,综合已有研究成果及高质量发展的含义构建评价指标体系,运用网络SBM模型对西部地区11个省份科技创新驱动经济高质量发展的效率水平进行测算。研究发现:一是西部地区科技创新驱动经济高质量发展总体效率水平偏低,但随着时间的推移整体效率呈现波动上升趋势。其中,总效率评价值较高的省份为重庆、四川、陕西和宁夏。二是从两阶段效率来看,各子阶段效率与总效率呈正相关,经济高质量发展效率对于总效率的影响较大。
High-quality development needs the promotion of scientific and technological innovation,which is also the basic requirement of high-quality economic development of China's economy in the new era.The economic development of the western region has lagged behind that of the eastern and central regions for a long time.The new development momentum generated by scientific and technological innovation is an effective way to achieve overtaking in corners and promote high-quality economic development.In this paper,the process of high-quality economic development driven by scientific and technological innovation is divided into two stages:scientific and technological innovation and high-quality economic development.By constructing a two-stage three-system model of high-quality economic development driven by scientific and technological innovation,an evaluation index system is constructed based on the existing research results and the meaning of high-quality development.The efficiency level of high-quality economic development driven by scientific and technological innovation in 11 provinces in the western region is measured by using the network SBM model.The study found that:First,the overall efficiency level of high-quality economic development driven by scientific and technological innovation in the western region is low,but the overall efficiency shows a fluctuating upward trend with the passage of time.Among them,Chongqing,Sichuan,Shaanxi and Ningxia are the provinces with higher total efficiency evaluation values.Second,from the perspective of two-stage efficiency,the efficiency of each sub-stage is positively correlated with the total efficiency,and high-quality economic development efficiency has a greater impact on the total efficiency.
