Design of Internal Performance Evaluation System in Public Hospitals

摘要 目的公立医院内部绩效考核是指挥棒和航标,构建合理高效的内部绩效考核体系能更好地引导公立医院朝着现代医院管理制度的要求健康高效地发展。方法运用平衡计分卡管理工具,构建常态化、制度化的多维度医院内部综合绩效考核体系,引导医务人员提高医疗服务能力和运行效率,促进医院高效运行。结果医院临床科室考核结果显示,2019年,评为A级(优秀)、B级(良好)的科室数量比2016年度增加57%;医疗指标持续改进,综合质量有效提升;在年度上级主管部门院长绩效考核中,医院连年保持B级。结论构建内部绩效考核体系,有利于调动职工积极性、能动性、创造性,激发全院职工干事业的热情,促进医院高效发展。 Objective The internal performance assessment of public hospitals is the baton and beacon.The establishment of a reasonable and efficient internal performance assessment system can better guide public hospitals to develop healthily and efficiently in accordance with the requirements of modern hospital management system.Methods In this paper,the balanced scorecard management tool was used to build a normalized and institutionalized multi-dimensional internal comprehensive performance assessment system for hospitals,so as to guide medical staff to improve their medical service ability and operational efficiency,and promote the efficient operation of hospitals.Results The evaluation results of the clinical departments in the hospital showed that the number of excellent and good departments in Grade A and B increased by 57%in 2019 compared with that in 2016.Medical indicators and comprehensive quality were continuously improved.The performance appraisal of the president of the superior department maintained Grade B in our school year after year.Conclusion The establishment of internal performance assessment system is conducive to the mobilization of staff enthusiasm,initiative,creativity,stimulates the enthusiasm of the hospital staff to do business,and promotes the efficient development of the hospital.
