摘要
习近平总书记提出的"供给侧结构性改革",在理念和政策上不同于西方供给侧思想,是应对新时代我国经济发展面临的重大结构性失衡的科学方案。脱贫攻坚是进行的一场贫困地区的供给侧结构性改革,实践中实施精准扶贫脱贫推动了贫困地区供给体系发生重大变化,主要表现在资本、资源、劳动力、技术、制度供给等方面。打赢脱贫攻坚战,需要继续深化供给侧结构性改革,把"巩固、增强、提升、畅通"八字方针落实到脱贫攻坚领域,建构涵盖贫困地区由"产业结构"到"利益联结"到"稳定脱贫"再到"市场体系"、体现生产关系调整到生产力发展的内在作用机理,不断增强贫困地区造血功能。从供给侧看脱贫攻坚,根本在于把握供给与需求的辩证关系,坚定进行贫困地区供给侧结构性改革,以提高供给体系质量来巩固拓展脱贫攻坚成果。
The"supply-side structural reform"proposed by General Secretary Xi Jinping,which is different from Western supply-side thinking in concepts and policies,is a scientific plan to deal with the major structural imbalances in economic development in the new era.Poverty Alleviation is a supply-side structural reform in poor areas.The implementation of targeted poverty alleviation has promoted major changes in the supply system,which are mainly manifested in the capital,resources,labor,technology,systems,and so on.To win the battle against poverty,we need to deepen supply-side structural reform,implement the"consolidation,enhancement,improvement,and smoothness"policy,construct an internal mechanism that reflects the adjustment of production relations to the development of productivity,and continuously enhance the hematopoietic function of poor areas.From the perspective of the supply side,the foundation of poverty alleviation lies in grasping the dialectical relationship between supply and demand,and firmly carrying out supply-side structural reforms in poor areas,so as to improve the quality of the supply system to consolidate and expand the results of poverty alleviation.
