摘要
当前及未来几年是我国脱贫攻坚与乡村振兴战略交汇的关键期,需要及时构建二者的有效衔接机制。从理论层面看,二者在目标联动、内容互融及主体一致方面高度契合。从实践层面看,乡村振兴为脱贫攻坚释放发展动力;脱贫攻坚为乡村振兴提供有益借鉴;农村社会经济发展需要脱贫攻坚、乡村振兴形成联动机制。但是目前二者在衔接过程主要面临三重困境:2020年后扶贫对象与乡村振兴对象的衔接困境、乡村产业扶贫与乡村产业振兴的衔接困境及工作系统衔接困境。基于此,应构建2020年后农村相对贫困群体的识别机制、产业可持续发展机制和统筹协调机制。
Recent years are the key period for the strategies of poverty alleviation and rural revitalization in China.Therefore,an effective connection mechanism is needed.From the theoretical perspective,two strategies are highly compatible on target linkage,content integration and subject consistency.From the practical perspective,rural rejuvenation releases momentum for poverty alleviation;poverty alleviation provides useful experiences for rural rejuvenation;rural social-economic development requires poverty alleviation and rural rejuvenation to form a linkage mechanism.However,two strategies face dilemmas in the convergence process:the convergence dilemma between poverty alleviation objects and rural revitalization objects after 2020,the convergence dilemma between rural industrial poverty alleviation and rural industry rejuvenation,and the convergence dilemma in work systems.So,the identification mechanism for rural relatively poor groups after 2020,the sustainable industrial development mechanism,and a coordination mechanism should be established.
