摘要
"十三五"时期易地扶贫搬迁工作已如期完成。本文以中国特色社会主义政治经济学关于供给需求双侧管理分析视角为理论依据,回顾我国近40年易地扶贫搬迁的发展历程和政策演进,研究易地扶贫搬迁早期实践、全面规划、精准扶贫三个阶段的政策背景、施政目标、动力机制以及实施效果,总结扶贫搬迁政策发展演进的内在逻辑,并且对新发展阶段做好易地扶贫搬迁后续工作提出政策建议。
China has scored a decisive victory in the Poverty alleviation relocation(PAR)in the 13 th five-year period.Based on supply side and demand side management perspective,this paper reviews the historical evolution of PAR policy,analyzes the background,target and effect of PAR policy in each stage of development,and concludes the internal logic of policy change,in order to provide suggestions in the new development stage.
