摘要
实现全面脱贫后,中国减贫工作将由消除绝对贫困向减少相对贫困和实现高质量脱贫转变。本文通过对赣州市南康区家具产业扶贫机制研究,阐述了工业产业扶贫如何有效破解现阶段我国产业扶贫中存在的产业选择非可持续性、参与主体关系界定不清晰和脱贫工作短视等问题。研究发现,通过“产业+就业”的工业产业减贫模式,赣州市南康区依托家具产业有效化解了短期扶贫目标与地区可持续发展、贫困户短期收益与产业长期发展、贫困人口被动式脱贫与贫困地区人力资本长期提升和高质量脱贫等长期与短期利益矛盾。该扶贫模式不仅给即有政策导向提供新的扶贫思路,也为工业产业扶贫实践提供了可以供借鉴的成功案例。
After achieving the comprehensive poverty alleviation,China's poverty alleviation will change from eliminating absolute poverty to reducing relative poverty and achieving high-quality poverty alleviation.Through the research on the poverty alleviation mechanism of furniture industry in Nankang District of Ganzhou City,this paper expounds how to effectively solve the problems existing in China's poverty alleviation of the industrial industry,such as the unsustainability of industrial selection,the unclear definition of the main body relationship and the shortsighted work of poverty alleviation.We find that Nankang District of Ganzhou City has effectively solved the long-term and short-term interest contradictions relying on the furniture industry,such as the short-term poverty alleviation goal and regional sustainable development,the short-term income of poor households and the long-term industrial development,and the passive poverty alleviation of poor people and the long-term improvement of human capital and the high-quality poverty alleviation through the industrial poverty alleviation model of"industry+employment".This poverty alleviation model not only provides new poverty alleviation ideas for the existing policy orientation,but also provides successful cases for the poverty alleviation practice of industrial industry.
