摘要
涵盖在中国贫困治理框架下的东西部协作源于东部发达地区对西部贫困地区的对口帮扶,其在加快西部贫困地区扶贫开发进程,缩小东西部区域差距、促进区域经济协调发展层面发挥重要的制度作用。本文借鉴历史制度主义分析框架,从历史线索和结构线索两个维度对东西部协作的起源和发展,以及它在我国贫困治理进程中同扶贫目标和主体行为之间的关系进行系统阐释。研究表明,经过多年的实践探索,东西部协作政策呈现由倡导性制度到规范性制度再到发展性制度的变迁特征;实践中由一整套涵盖中央和地方垂直互动、地方和地方横向联动以及地方内横纵交织的运行机制确保政策体系有效运行;在精准脱贫攻坚转向乡村振兴的衔接过渡阶段,东西部协作对象、内容和方式随之调整转换,呈现出制度的生存能力及其广泛影响。
The East-West Cooperation is covered under the framework of China's poverty governance.It originated from the counterpart assistance of the developed eastern regions to the impoverished western regions.It plays an important institutional role in accelerating the process of poverty alleviation in the impoverished western regions,narrowing the gap between the eastern and western regions,and promoting the coordinated development of regional economies.Drawing on the historical institutional analysis framework,the article systematically explains the origin and development of East-West Cooperation and its relationship with the goal of poverty alleviation and subject behavior from the historical and structural clues.The study shows that after more than 30years of practical exploration,the East-West Cooperation Policy has changed from an advocacy system to a normative system and then to a developmental system.The effective operation of the policy system has been ensured by complete operational mechanisms,including the vertical interaction between the central and local governments,horizontal interaction between local and local government,and the horizontal and vertical interaction within the local.In the transition phase from targeted poverty alleviation to rural revitalization,the objects,content and methods of the East-West Cooperation have been adjusted accordingly,showing institutional vitality and extensive influence.
