摘要
良好的营商环境能够吸引外商投资者与投资资金,进而促进区域经济发展。基于政府行为、经济发展、科技创新、基础设施与社会服务5个决策层,选取12个指标构建区域营商环境评价指标体系,随后运用因子分析法提取出经济发展与公共服务2个公共因子,由此计算出四川省21地市在这2个公因子上的得分与综合得分。最后运用系统聚类将21地市的营商环境划分为5类,其中成都市、攀枝花市处于第一类和第二类。综合上述结果,提出了大力完善营商环境政策、提高政务服务质量与效率、完善社会服务建设以及加强营商环境法治化建设等建议,从而促进并优化四川省区域营商环境。
An excellent business environment can attract foreign investors and investment funds,and promote regional economic development.Based on the five decision-making levels of government behavior,economic development,technological innovation,infrastructure and social services,12 indicators are selected to construct a regional business environment evaluation index system.Subsequently,the factor analysis method was used to extract the two public factors of economic development and public services,and the scores and comprehensive scores of these two common factors were calculated from 21 cities in Sichuan Province.Finally,using hierarchical clustering,the business environment of 21 cities is divided into 5 categories,among which Chengdu and Panzhihua are in the first and second categories.Based on the above results,suggestions are made to improve the business environment policy,improve the quality and efficiency of government services,improve the construction of social services,and strengthen the legalization of the business environment,so as to promote and optimize the regional business environment in Sichuan Province.
