摘要
本文从理论角度分析营商环境对产业结构升级的内在作用路径及外部作用条件的基础上,使用省际面板数据,从要素环境、市场环境、支持环境以及法治环境四个维度分析营商环境对产业结构升级的驱动作用,并考察政府效率与互联网发展在营商环境对区域产业结构升级影响机制中的调节效应。研究发现,(1)区域营商环境改善会引致本地产业结构升级;(2)提高地方政府效率、发展互联网技术会强化营商环境对产业结构升级的作用;(3)区域异质性会影响营商环境对产业结构升级的作用路径,也会影响到互联网发展与政府效率的调节效应。上述发现表明,不同经济发展水平的地区应采取不同路径去优化营商环境,实现本地产业结构的升级。
Based on the theoretical analysis of the internal path and external conditions of the business environment on the upgrading of industrial structure,the paper uses inter-provincial panel data to analyze the driving effect of business environment on the upgrading of industrial structure from four dimensions:factor environment,market environment,supporting environment and law environment,and investigates the moderating effect of Internet development and government efficiency on the influence mechanism of business environment on the regional industrial structure upgrading.The main conclusions of this paper are as follows:(1)The improvement of the regional business environment will lead to the upgrading of local industrial structure;(2)The improvement of local government efficiency and Internet development will strengthen the role of business environment on the industrial structure upgrading;(3)Regional heterogeneity will affect the path of business environment and the moderating role of local government efficiency or Internet development to industrial structure upgrading.These findings suggest that regions with different levels of economic development should adopt different approaches to optimize the business environment and upgrade the local industrial structure.
