摘要
科学构建营商环境评价体系有助于客观评估营商环境建设过程中取得的成果与面临的问题,对于打造"双循环"新发展格局具有积极意义。本文从市场化、便利化、法治化、国际化这四个维度构建评价体系,并运用熵值法对2015-2019年辽宁、山东、江苏三省营商环境建设情况进行综合评价。结果表明:便利化指标对营商环境的影响效应最强,法治化改进程度的关联作用次之,国际化发展水平的影响力排名第三,而市场化演进步伐的影响作用较弱;江苏省营商环境最优,其次为山东省,辽宁省相对较弱。据此,本文从巩固和强化要素市场化进程、加快便利化建设步伐、深化和完善法治化保障措施、引导和支持国际化经贸合作等方面提出营商环境优化路径。
The scientific construction of a business environment evaluation system helps to objectively evaluate the achievements and problems faced in the process of building a business environment,and is of positive significance for creating a "dual circulation" development pattern.This paper constructs an evaluation system from the four dimensions of marketization,facilitation,rule of law,and internationalization,and uses the entropy method to comprehensively evaluate the construction of the business environment in Liaoning,Shandong,and Jiangsu from2015 to 2019.The results show that the facilitation index has the strongest influence on the business environment,the second is the correlation of the improvement of the rule of law,the third is the influence of the international development level,and the influence of the pace of marketization is weak;The business environment of Jiangsu Province is the best,followed by Shandong Province,and Liaoning Province is relatively weak.Accordingly,this article proposes a path to optimize the business environment in terms of consolidating and strengthening the process of factor marketization,accelerating the pace of facilitation construction,deepening and perfecting legal protection measures,and guiding and supporting international economic and trade cooperation.
