摘要
河北平原作为南北朝时期北朝政权统治的核心区域,不仅控制着其经济命脉,同时也是其政治与军事中心。北朝时期,河北平原主要包括了幽州、冀州、定州、相(司)州,以及瀛州、沧州、殷(赵)州等。河北平原气候灾害爆发频繁,其中,水灾、旱灾、虫灾、低温灾害爆发的频次较高,干旱与寒冷是北朝气候的主要特征。河北平原气候灾害的爆发,对北朝时期农业生产活动和时人生命安全造成了极大的威胁,也间接危害社会秩序的安定与政权统治的根基,所以,朝廷采取了一系列措施予以应对,主要涵盖了技术层面的灾害预防与官府层面的赈济救恤两个方面。
Hebei plain,the core area in Northern Dynasties,not only controlled its economic lifeline,but also acted as its political and military center.During Northern Dynasties,Hebei Plain mainly included Youzhou,Jizhou,Dingzhou,Xiangzhou(Sizhou),Yingzhou,Cangzhou and Yinzhou(Zhaozhou).Back then,climate disasters occurred frequently in Hebei Plain,among which floods,droughts,insect disasters and low temperature disasters happened with higher frequency,and drought and cold were the main characteristics of the climate in Northern Dynasties.The outbreak of climate disasters in Hebei Plain during Northern Dynasties posed a great threat to agricultural production activities and people’s life and safety,and indirectly endangered the stability of social order and the foundation of political power.Therefore,the people and the state took a series of countermeasures,mainly covering disaster prevention at the technical level and relief measures at the government level.
