精准扶贫背景下村级公共物品管护的实践逻辑——基于多中心治理的视角被引量：3

The Practical Logic of Maintaining Rural Public Goods against the Background of Targeted Poverty Alleviation——From the Perspective of Multi-center Governance

摘要在精准扶贫尤其是在实施乡村振兴战略背景下,村级公共物品管护日益成为当前农村发展过程中的重点议题。基于对农村公共基础设施管护的现实需求,L县探索出村级现代化物业管理模式,并取得了较好的实践成效。具体而言,L县通过将公共基础设施的权属下放至村,再由村委会委托村股份经济合作社代为管理,并按照市场化方式运营,破解了管护责任不明、管护主体缺位等困境。与此同时,L县将民主监督与群众评议等机制引入农村公共基础设施管护场域,实现了村民自治与村级公共物品管护的有机衔接。实践表明:L县探索出的政府支持、村委会委托、合作社管理、市场化运营、村民自治补充的多中心治理模式是克服政府单一供给局限、破解村级公共物品管护难题的有效路径。 In the context of targeted poverty alleviation,especially in the context of implementing the strategy of rural revitalization,the management of village-level public goods has increasingly become a key issue in the process of current rural development.Based on the actual demand for the management and protection of rural public infrastructure,County L has explored a village-level modern property management model and achieved good practical results.Specifically,County L resolved the unknown management responsibility and the absence of the main body of management by delegating the ownership of public infrastructure to the village,which in turn entrusted the village share-holding economic cooperatives by the village committee to manage and operate in a market-oriented manner.At the same time,County L introduced such mechanisms as democratic supervision and mass appraisal into the field of rural public infrastructure management and protection,realizing the organic connection between self-governance by villagers and village-level management and protection of public goods.Practice has shown that the multi-center governance model with county government support,village committee commission,cooperative management,market-oriented operation,and supplementation of villager self-government is an effective way to overcome the limitation of single government supply and solve the problem of public goods management at village level.
