摘要
推进档案治理现代化,既是推进国家治理体系和治理能力现代化的内在要求,也是实现国家档案事业科学发展的重要契机,更是时代赋予档案人的庄严使命。推进档案治理现代化,必须科学把握和分析档案治理现代化的内涵。档案治理现代化是一个档案价值导向调整优先于档案治理技术革新的过程,档案治理现代化的推进需要价值引领。实现档案治理现代化,需要以档案部门为主导,转变管理本位观念;以社会参与为协同,规范社会行为方式;以技术创新为突破,提升综合治理能力。
To promote the m odernization of archives governance is not only an inherent requirement to promote the m odernization of the national governance system and governance ability,but also an im portant opportunity to realize the scientific development of the national archives,and it is also a solemn mission entrusted to archivists by the times.To promote the m odernization of archives governance,we must scientifically grasp and analyze the connotation of the m odernization of archives governance.The m odernization of archives governance is a process in w hich the adjustment of archives valuable orientation takes precedence over the technological innovation of archives governance,and the m odernization of archives governance needs value guidance.To realize the m odernization of archives governance,it is necessary to take the archives departm ent as the leading,change the management standard concept,take social participation as the synergy,standardize the social behavior mode,rely on technological innovation,and enhance the comprehensive management ability.
