摘要人工智能是双刃剑,既有效地推动了国家治理,也给国家治理带来新的问题。一方面,人工智能给国家治理提供了新的技术支持,推动国家治理现代化,尤其是在国家对社会经济政治文化舆论治理方面具有显著效能,加强了国家对意识形态的有效引导和控制,有效维护了社会政治稳定,实现了对社会政治情绪的有效规制,推动了国家治理体系和治理能力的现代化、智慧化、理性化和高效化。另一方面,人工智能也给国家治理带来新的难题甚至困境,这在技术理性取代价值理性、国家治理“一刀切”、助长官员的懒政滥政、影响官员的人性化关怀、侵犯个人隐私等方面尤为突出。加强对人工智能的价值注入、使国家人性化治理与人工智能相结合、保障个人隐私方面的法治建设,对于提升人工智能在国家治理方面的功能和作用,无疑具有重要意义。 Artificial intelligence is a double-edged sword,which not only effectively promotes national governance,but also brings new problems to national governance.On the one hand,artificial intelligence provides new technical support for national governance,promotes the modernization of national governance,especially in the governance of social,economic,political and cultural public opinion,strengthens the effective guidance and control of ideology,effectively maintains social and political stability,realizes the effective regulation of social and political emotions,and promotes the modernization,intelligence,rationalization and efficiency of the system and capacity of national governance.On the other hand,artificial intelligence also brings new problems and even dilemmas to national governance,which is particularly prominent in the aspects of replacing value rationality with technical rationality,“one-size-fits-all”in national governance,indulging officials'lazy and abusive administration,affecting officials'humanized care and infringing personal privacy.It is of great significance to strengthen the value injection of artificial intelligence,to combine national humane governance with artificial intelligence,and to protect the construction of the rule of law in protecting personal privacy for improving the function and role of artificial intelligence in national governance.
