摘要
2019年政府工作报告明确提出高职大规模扩招100万人,将退役军人、下岗职工、农民工等列入生源范畴,从学习型社会视角来看待这一战略举措,其意义不只局限于缓解当前就业压力和解决高技能人才短缺矛盾,而是从更深、更高层面将其视为是公民学习权的保障,是国家对退役军人、下岗职工、农民工等重点群体权益的保护。同时它也打破了教育与社会的围墙,使教育主动面向社会,这是对传统职业教育和社会观念的一次重大突破和创举。生源的复杂性和多样性将对高职院校的教学管理、内容组织、教学方法和培养方式等各方面提出新的挑战,高职将迎来一系列颠覆性的变革。从学习型社会这个视角或许可以为高职深化改革提供思路与方法。
In the 2019 government work report,it is clearly proposed that the large-scale enrollment of 1 million people in higher vocational education should be expanded,including veterans,laid-off workers,migrant workers and so on.From the perspective of learning society,this strategic measure is not only limited to relieving the current employment pressure and solving the contradiction between the shortage of high-tech talents,but also regarded as the guarantee of citizens'learning right from a deeper and higher level.It is the state's protection of the rights and interests of key groups such as veterans,laid-off workers and migrant workers.At the same time,it also breaks the walls of education and society and makes education face the society actively,which is a major breakthrough and innovation of traditional vocational education and social concept.The complexity and diversity of students will bring new challenges to the teaching management,content organization,teaching methods and training methods of higher vocational colleges,which will usher in a series of subversive changes.From the perspective of learning society,it may provide ideas and methods for deepening the reform of higher vocational education.
