摘要
政府购买社会组织服务既是服务型政府建设的需要,也是完善基层治理现代化的必要举措。杭州市余杭区率先推出的政府购买服务"公益项目交易平台"以资源共享为导向性,突出政府与社会组织、社会组织之间的共生联动性、共生规范化和共生支持性,但在实践中也受到态度制约、机制制约和能力制约等影响。进一步加强政府购买服务顶层的制度化设计、积极推动政府购买服务的标准化操作、切实重视政府购买社会组织服务需求的精准化摸底及着力提高政府购买服务中社会组织的专业化管理是破解平台现存问题的主要途径。
Government’s purchasing social organization service is a necessity both for the construction of a service-oriented government and the modernization of grassroots governance. The Yuhang District takes the lead in building a public program trading platform for government purchasing service. Its aim is to share resources and highlight the mutual co-movement,standardization and supportability between the government and the social organizations as well as among the social organizations. While practically,it encounters constraints from attitude,mechanism and capacity. To solve the problems,we should strengthen the top-level institutional design,advance the standardized operation,emphasize the precise investigation into the demands for the service and improve the management of the social organizations.
