摘要
社会工作是社会福利的重要组成部分,是社会福利政策的执行者之一,发挥着递送社会福利服务的功能。以往福利社会工作服务递送机制以项目制为主,自乡镇(街道)社工站建设推进以来,福利社会工作服务的递送机制由项目制逐渐转向“社工站制”。文章在回顾项目制及其发展的基础上,讨论项目制福利社会工作的零散性、短期性和选择性等实践困境。近年来,我国乡镇(街道)社工站的实践经验表明,“社工站制”福利社会工作朝着系统性、持续性和普遍性方向发展。文章还讨论了福利社会工作转向的重大功能,乡镇(街道)社工站是实现福利普惠制的基本路径,促进社会工作职业化和专业化发展。
Social work is an important component of social welfare and serves as one of the implementers of social welfare policies,delivering social welfare services.In the past,the delivery mechanism of welfare social work services was mainly project based.However,with the advancement of the construction of social work stations in towns and streets,the delivery mechanism of welfare social work services has gradually shifted towards the“social work station-based”approach.This article reviews the project-based approach and its development and discusses the practical challenges of project-based welfare social work,such as fragmentation,short-term nature,and selectivity.In recent years,the practical experience of social work stations in towns and streets in China has shown that the welfare social work under the“social work station-based”approach is developing towards systematic,sustainable and universal directions.The article also discusses the significant functions of the shift in welfare social work,with social work stations in towns and streets being the basic path to achieving generalized social welfare and promoting the professionalization and specialization of social work.
