环保组织公共诉求表达的市场路径及其成因——一个组织学习的视角被引量：9

Market-Oriented Approaches to Appeal by Chinese Environmental Non-governmental Organizations from the Perspective of Organization Learning Theory

摘要在当前环境治理的制度参与渠道越来越丰富的同时,中国环保组织利用市场路径表达公共诉求的方式也愈加普遍。现有研究多从制度结构与资源依赖理论分析环保组织在制度路径内的生存和发展策略,甚少关注组织诉求表达的市场路径。基于组织学习的视角,通过过程追踪的方式观察了环保组织从诉诸制度路径到市场路径的学习演进过程,并解释了组织采取市场路径的原因。结果表明,在大企业治污议题上,环保组织通过制度路径所形成的行动绩效与组织既定目标之间存在差距。经过信息获取和知识生产的学习过程后,依靠行业协会和供应链传递压力的市场路径成为环保组织倒逼企业治污的策略选择,这一方式有效提高了环保组织的行动绩效,缩小了与既定目标的差距,并逐步形成组织规范和风格。 China has seen increasing institutional approaches for public participation,while more and more Chinese environmental non-governmental organizations(ENGOs)have taken market-oriented approaches to appeal.At present,most researches focus on the survival and development strategies of ENGOs under the institutional environment,and pay little attention to the market-oriented approaches taken by them.From the perspective of organizational learning,this paper analyzes learning process of an ENGO in Jiangsu Province through process tracing,which appeal from resorting to institutional approaches to market-oriented ones.Then,it explains the reasons why the ENGO takes such approaches.The results show that there is a gap between the performance formed through institutional approaches and the goals established by the organization.After the process of information acquisition and knowledge production,the market-oriented approaches,including association pressure and supply chain pressure,became the best choices to force enterprises to control pollution.The market-oriented approaches effectively improved the organizational performance,narrowed the gap between the goals and actions,and gradually formed the organizational norms and style.
