摘要
伦理风险已成为人工智能技术的焦点议题。从技术风险维度分析,人工智能技术的算法黑箱、价值理性与工具理性的张力、人类风险认知与应对能力的有限性是其伦理风险生成的主要原因。全面系统认知人工智能技术,可知其存在着伦理关系失调、伦理规范失控、伦理价值失调、伦理行为异化等风险样态。立足于伦理风险的生成,创造协同治理条件,完善协同治理机制,实现协同治理是规制人工智能技术伦理风险的现实选择,从而使人工智能技术造福于人类,并推进国家治理现代化。
Ethical risk has become the focus of artificial intelligence technology. From the perspective of technical risk,the main reasons for the generation of ethical risk are the algorithm black box of artificial intelligence technology,the tension between value rationality and tool rationality,and the limitation of human risk cognition and coping ability. The comprehensive and systematic cognition of artificial intelligence technology shows that it has risk patterns such as the maladjustment of ethical relations,the loss of control of ethical norms,the maladjustment of ethical values,and the alienation of ethical behaviors. Based on the generation of ethical risks,creating conditions,perfecting mechanisms and realizing collaborative governance are realistic choices to regulate the ethical risks of artificial intelligence technology,so as to make the artificial intelligence technology benefit mankind and promote the modernization of national governance.
