摘要
金砖国家如何实现CO2排放脱钩、绿色增长及发展的可持续目标,关乎着全球CO2减排的共同命运。在Tapio脱钩理论指导下,强调国家绿色增长与CO2排放脱钩的潜力问题。首先构建金砖国家绿色增长评价指标体系,并对2000-2015年间金砖5国绿色增长水平进行科学、系统测度;在此基础上,计算金砖5国2000-2015年间CO2排放的脱钩弹性;最后,结合绿色增长评价水平计算得到金砖5国CO2排放的脱钩潜力水平,提出提升金砖5国CO2排放脱钩潜力的对策措施。
How to realize the sustainable goal of CO2 emissions decoupling, green growth and development of BRICS countries is related to the common destiny of global CO2 emission reduction. Under the guidance of Tapio decoupling theory, this paper emphasizes the potential of national green growth and CO2 emission decoupling. Firstly,the paper constructs a BRICS green growth evaluation index system, and scientifically and systematically measures the green growth level of 5 BRICS countries in the period of 2000-2015. On this basis, the decoupling elasticity of CO2 emissions of 5 BRICS countries during 2000-2015 is calculated. Finally, combined with the green growth evaluation level, the delinking potential level of CO2 emissions of 5 BRICS countries is calculated, and the countermeasures to enhance the decoupling potential of CO2 emissions of BRICS countries are put forward.
