摘要
传统的政府监管手段难以对网约车进行全面监管,有必要在监管中引入合作治理模式。合作治理强调多中心、多层次、多主体,一方面需要政府内部不断完善协同治理,加强部门之间以及地方政府之间的合作,提升监管能力;另一方面也需要充分重视企业责任的践行、行业协会的自我约束以及社会公众的充分参与。
It is difficult for the traditional government supervision means to supervise the network cars in an all-round way,so it is necessary to introduce the cooperative governance model into supervision.Cooperative governance emphasizes multi-center,multi-level and multi-subject.On one hand,it needs continuous improvement of collaborative governance within the government,strengthening cooperation between departments and local governments,and enhancing regulatory capacity.On the other hand,it also needs to pay full attention to the practice of corporate responsibility,self- restraint of trade associations and full participation of the public.
