摘要
在对已有研究文献梳理的基础上,重点研究碳金融和林业碳汇融资的概念、发展现状。结果表明:碳金融及林业碳汇融资对于低碳经济意义重大,但其发展还存在很多障碍,充分发挥其作用仍需进一步的努力。而对于现有的绿色融资机制、融资途径还未达成统一,同时对清洁发展机制等项目的评价褒贬不一。此外,林业碳汇项目还存在参与积极性较低、需求不足、风险较大等问题。因此,从改进项目设计、实行制度改革、鼓励林业碳汇领域的金融创新、实现碳汇计量标准的统一、完善碳汇项目风险补偿机制、加强低碳宣传6个方面提出促进林业碳汇发展的建议。
Background--With the intensification of global warming,mitigating climate changes and improving the living environment have become the core consensus of the world.All countries work together to reduce carbon emissions by improving energy efficiency,developing new energy resources and increasing forest vegetation.In this process,huge demand for funds is generated.Therefore,carbon finance is of great importance in coping with climate changes.Among the different carbon emission reduction methods,forestry carbon sink is one of the more economical,more effective and easier ways to implement.The importance of forestry carbon sink project financing is self-evident.Methods--On the basis of collecting and sorting out the relevant literatures,we review the existing researches,and summarizes the development status of the more common forms of carbon finance,such as cleaning development mechanism(CDM)project financing,low-carbon transformation financing,and emission right mortgage and so on.The analysis is taken on the types of forest carbon sinks,the development obstacles,and suggestions for improvement.Based on this,the future development trend of forestry carbon sinks in China is prospected.Results--As Chinese national carbon trading market has just been established and market mechanism is still not perfect,so it lacks practical experience in China.The researches on the carbon finance and forestry carbon sink project financing are far from enough in terms of the research breadth or depth.But the abundant research results abroad could not be adapted to the actual situation in China.In terms of research methods,the current researches on forestry carbon sink in China are mostly based on theory.There is rarely a combination of theory,project practice,and China s national conditions,which makes the existing researches less convincing.From the existing research results,it is analyzed that the forestry carbon sink project has problems of low participation enthusiasm,insufficient demand,high risk,and widespread leakage.Most of the scholars recommend the following measures for the purpose of solving or relieving the above problems:improving the design of projects,implementing institutional reform,completing relevant markets,and encouraging financial innovation in the field of forestry carbon sink.Moreover,based on the existing researches,we consider how to promote the development of forestry carbon sink from the three aspects of unifying the carbon sink measurement standard,improving the risk compensation mechanism of forestry carbon sink projects and strengthening low carbon propaganda,so as to bring the forestry carbon sink into the national carbon trading system as soon as possible.Conclusions and Discussions--Research results on carbon finance and forestry carbon sink financing are abundant,and scholars at home and abroad have conducted extensive discussions,but there is still room for further improvement in research content and research methods.According to the research results,we point out the future research direction.Firstly,in the current development status and impact of carbon finance,more in-depth research is needed to explore how carbon finance can better serve forestry carbon sink and carbon markets in the light of China s national conditions.Secondly,the risks of carbon trading market,carbon finance and forestry carbon sink financing must be analyzed in more detail,and various risk factors should be taken into consideration.Finally,a more in-depth analysis will be conducted on how to break the barriers of participation and financing in forestry carbon sink projects.Combining China s national conditions,we should actively study countermeasures to mobilize the enthusiasm for participation and investment,and strive to incorporate forestry carbon sink into the national carbon emissions trading system as soon as possible,so as to make full use of the great potential of forestry carbon sink in reducing emissions.
