摘要
党的十九大报告明确提出"深化司法体制综合配套改革,全面落实司法责任制",标志着十八大确定的司法体制改革四项主要任务已经基本完成。在司法体制"四梁八柱"的主体框架基本确立的前提下,新一轮的改革任务便是为司法体制改革提供精细化配套和衔接措施,具体需从规范权力运行、深化科技应用、完善分类管理和维护司法权威四个方面着手,让司法责任制落地生根,为保障司法公正、完善民主法治建设提供行之有效的方案。
The 19th National Congress of the Communist Party of China states explicitly that“We will carry out comprehensive and integrated reform of the judicial system and enforce judicial accountability in all respects”,which symbolizes that four main reform tasks of the judicial system settled by the 18th National Congress has been basically completed and marks a new stage.Under the premise of the“Four beams eight columns”of the judicial system constructed in the main,the reform task of the next stage is to take measures of intensive match and connection.Specifically,the comprehensive reform contains four aspects,including“regulate the power exercising,deepen the application of intellectual technology,polish the classified management and safeguard the authority of justice,”which can make the judicial accountability more practical and take steps in safeguarding the impartial administration of justice and developing democracy and the rule of law.
