摘要
[目的/意义]特朗普上台后与美国情报界围绕"通俄门"、机构效能等展开交锋。鉴于当前美国情报界能力与美国维持安全环境需求不相适应,特朗普未来推动情报改革显得势在必行。特朗普是否会大力推动情报改革、如何采取措施确保改革成效,成为各方关注焦点。[方法/过程]通过梳理特朗普上台前后有关情报工作的立场,采用历史分析法、个案研究法及科学归纳法,深入分析研判其未来推动情报改革的必要性与可行性、情报理念、改革举措、面临挑战等,全面评估美国情报改革整体形势。[结果/结论]预测特朗普很可能大力推动情报改革,针对情报界积弊多管齐下,以提升美国情报工作水平,维持美国情报强国地位。
[Purpose/Significance]Since Donald Trump came to power,he has clashed with the US Intelligence Community(IC)over his contacts with Russia and the IC efficiency and performance.Given the IC current inability to meet the national security needs,it seems imperative that Trump should push forward the intelligence reform in the future.It becomes a focus whether Trump will be an ardent advocate of intelligence reform or how his measures could ensure an effective reform.[Method/Process]By reviewing Trump's remarks on intelligence before and after he took office,and through the research approaches of historical analysis,case study and scientific induction,the paper makes an in-depth analysis of the necessity and feasibility of intelligence reform,his intelligence concepts,possible reform measures and future challenges,making a comprehensive assessment of the US intelligence reform.[Result/Conclusion]It is likely that Trump will vigorously advance the intelligence reform aimed at the intelligence improvement as well as maintaining its advantage as an intelligence great power.
